Synopsis: After a docking bay accident, the Docker's Guild goes on strike. Neeoma Connaly, their negotiator, says that the workers are overworked and understaffed. Sinclair tries to get the Senate to increase appropriations. EarthGov instead sends Orin Zento, who imposes the Rush Act. He orders Sinclair to use "any means necessary" to end the strike. Sinclair skirts the act's intent by transferring credits from his military budget to address the striker's demands.
